I am Nancy Woods, owner of Transtec Consulting. I am a former member of the Governors Office of Emergency Services. As a staff member of the Governors Office I assisted over 100 agencies in their disaster recovery efforts through 5 major floods, two earthquakes and 4 fires.

As owner of Transtec Consulting, I continue to work with my former clients as an independent consultant. My work with Public Agencies throughout California has resulted in higher reimbursements for my clients through successful appeals and negotiations with FEMA. Knowledge of the 44 CFRs enables me to work with FEMA making sure that the Applicant receives the reimbursement they are entitled to after a major disaster event. My work with various agencies has resulted in individual recognition by Boards of Supervisors, Fire Depts., other State and local agencies.

As a consultant I served as the Director of the FEMA Hazard Mitigation Elevation program for the City of Napa. As Director I was responsible for all aspects of implementing the FEMA Mitigation program that allowed for the elevation of repetitively flood damaged single and multiple family residences. This program reduced the flood hazard to the residents of Napa by a significant margin. Over 100 residences were assisted through the Mitigation program.

I have successfully secured CDBG Disaster Recovery Initiative grants for Applicants whose disaster related damages were not covered by the FEMA program.

I have the knowledge and technical writing skills that are critical to Grantees and Sub Grantees maximizing the reimbursements legally due them when a federal disaster has been declared.

In addition to the Disaster Assistance Consulting, Transtec has over 30 years of assisting Public Agencies in requesting, obtaining and administering Federal Grants, specializing in Housing, Water and Disaster Assistance Grants. Additionally, I am a Federal Labor Standards Consultant.
